Are you a company wishing to export your waste outside Wallonia for recovery or incineration?
Depending on your situation, you may need to obtain an authorisation to transfer waste abroad.
DO I NEED AN AUTHORISATION?
For transfers between Flanders and Wallonia, no application is required.
As soon as the Belgian border is crossed, it is considered a Transboundary Shipment of Waste (TTD).

When transfers are not prohibited, there are 2 procedures:

- INFORMATION PROCEDURE
- for waste intended for recovery
- for waste listed on the “green list” of waste. It must not be contaminated, hazardous, or mixed (even with another green-listed waste).
You do not need prior authorisation from authorities for this procedure. Therefore, you do not need to contact our services. See all details under “procedure” below.
2. PRIOR NOTIFICATION AND PRIOR CONSENT PROCEDURE FROM THE AUTHORITIES OF IMPORT, EXPORT AND TRANSIT
- for all other cases
- mixed waste (including green-listed waste)
- contaminated waste
- hazardous waste
- waste listed on the orange list (Annex IV of Regulation EU 1013/2006: codes Axxxx or Rxxxx) even if non-hazardous
- waste not listed on green or orange lists (even if non-hazardous)
- waste intended for disposal

! New: Since 21 May 2026, notification dossiers must be submitted and processed via DIWASS.
Submit your authorisation request at least 2 months before the planned transport.
The authorisation is valid for a maximum of 1 year. For certain destination facilities with specific authorisation, this period can be extended up to 3 years.
A COORDINATED OPINION OF THE COUNTRIES CROSSED
Several authorities must issue an opinion on the transboundary shipment you wish to carry out:
- dispatch authorities
- transit authorities
- destination authorities
In Belgium, each Region is competent for waste on its territory. The competent Walloon authority is the SPW Agriculture, Natural Resources and Environment (ARNE), in particular the Directorate of Waste Management Infrastructure and Policy (DIGPD).
Why such monitoring of waste? To protect the environment, ensure that waste is sent to appropriate treatment facilities, and guarantee traceability of the most sensitive flows.
SPECIFIC CASES
- Waste in transit: for waste transiting through our country and therefore one of the three Regions without stopping, contact the interregional transit authority, the Interregional Packaging Commission (IVCIE).
- Importing your waste into Wallonia: contact the authority of origin of the waste, i.e. the competent administration in your country or region.
- Export outside the EU: contact us. In many cases, transfers are prohibited.

NEW: DIGITAL PROCEDURE (DIWASS)
Since 21 May 2026, transboundary waste shipments subject to notification must go through DIWASS, the European digital system centralising information and documents related to waste shipments.
Each actor involved in a transboundary shipment must be registered. More details in “Procedure”.
In detail
Companies that wish to export waste from Belgium from Wallonia.
For example:
- companies that process part of their waste in Wallonia, but need to find alternatives abroad due to lack of capacity
- companies that produce waste for which no treatment facility exists in Wallonia
If you wish to import waste into Wallonia, you must contact the competent authority of the country/region from which the waste is being shipped.
REGISTER IN DIWASS (NEW)
Before submitting a notification dossier, all involved operators must be registered in DIWASS: you as notifier, as well as the organiser of the transfer, the carrier, the destination facility, the waste producer or the waste management installation.
- For operators with headquarters in Wallonia, registration is validated by the Walloon authority.
- For operators located in another country or region, validation depends on the competent authority of that territory.
Each operator must have at least one main user. Several are recommended to avoid blockage in case of absence.
! Registration in DIWASS does not constitute transfer authorisation. It only confirms that the operator exists and can be selected in the system. Transfer authorisation remains linked to the notification procedure and authorities’ consent. Consult the procedure for DIWASS registration in “Procedure”.
OBLIGATIONS REGARDING WASTE CARRIERS
Waste transport is an activity subject to authorisation/registration. Consult the list of approved and registered carriers in Wallonia under “ Useful links".
REQUIREMENTS AFTER OBTAINING CONSENT
Once consents are obtained:
For each transport:
- notify the transport 2 working days in advance via DIWASS
- the destination facility must confirm receipt within applicable deadlines
- submit treatment certificates after waste processing
For dossiers processed under the old system, movement documents continue to be transmitted according to previous modalities.
DIWASS centralises information and documents related to notification-based waste shipments.
This digital system allows:
- harmonisation of exchanges between European authorities
- simplification of document submission and avoidance of multiple paper copies
- improved traceability and monitoring of waste flows
1) INFORMATION PROCEDURE (green/Annex VII)
No prior authorisation required.
You must have:
- a tracking document (Annex VII compliant with Regulation 2024/1157)
- a recovery contract between:
- the organiser of the transfer
- the consignee
- the facility operator (if different)
Keep documents for at least 5 years.
WHAT CHANGES WITH DIWASS:
- Until 31 December 2026: paper Annex VII allowed
- From 1 January 2027: DIWASS mandatory
2) NOTIFICATION PROCEDURE AND CONSENT
New: since 21 May 2026, dossiers must be handled via DIWASS. Check "Conditions".
STEPS
- Register in DIWASS
- Gather required information (“pièces justificatives”)
- Log into DIWASS
- Create/use EU Login account
- Register as operator
- Register sites if necessary
- Add users
- Complete and digitally sign registration validation form (“Formulaire”)
- Send form to: ttd.dsd.dgo3@spw.wallonie.be
- Use subject: DIWASS operateur création + company name
- One email per company
- DIGPD verifies and validates registration.
- You receive notification via the system.
2. Submit the notification dossier:
- at least 2 months before transport
- indicate competent authorities
- attach documents:
- contract with consignee
- financial guarantee
- pay fees (“cost”)
- Authorities analyse the dossier
- You receive consent within 20–30 days.
Validity: max 1 year, up to 3 years in specific cases.
