Summary
Does a soil management expert ask you to collect soil or groundwater samples for a soil survey? Have you been asked by an Expert or an Authorised Installation (AI) for soil storage or processing to sample in situ or excavated soil in order to produce a Soil Quality Report (SQR)?
You must be registered with the SPW ARNE (Agriculture, Natural Resources and Environment) as a "Soil Sampler" in order that the analytical results of the soil, groundwater or soil samples, which you have collected, will have official value.
A REGISTRATION NUMBER FOR OFFICIAL RECOGNITION
The soil sampler is one of the main players in the system for the sustainable management of Walloon soils implemented by the Soil Decree. However, this requires the use of professionals who are qualified in their field.
By registering you as a soil sampler in this context, the SPW ARNE recognises that you have the necessary means to accomplish your missions while meeting the legal requirements in force in your field.
TRAINING OF SOIL SAMPLERS: A NECESSARY CONDITION
In order to apply for a registration number, you must have completed the Basic Soil Sampler training module provided by the ISSEP (The Scientific Institute of Public Service).
This addresses the methods for:
• collecting
• sampling
• packaging
• and preservation of samples
These methods are described in the:
• Walloon compendium of sampling and analytical methods (CWEA)
• Walloon Code of Good Practice (CWBP) which includes the Reference Guide to Land Management (GRGT)
The basic module also provides an overview of the current legislation.
Have you not been able to attend this training so far? You will need to commit yourself to attend the training as soon as it can be arranged.
HOW TO APPLY FOR A SOIL SAMPLER REGISTRATION NUMBER?
In order to apply for a registration number, please fill in the form provided and attach to it the required annexes. Please send your file to the administration according to the procedure described below.
In detail
Any natural person who:
• at the request of an authorised land storage or processing facility
• or under the direction of an Expert
collects soil or groundwater samples in accordance with the CWEA, CWBP and applicable legislation.
The conditions to be met are documented in the appendices to be attached to the registration application form (see point 1.1 of “Procedure”).

When you are assigned a registration number, you are included in the list of soil samplers registered in Wallonia under the Sol Decree. This list is accessible to everyone and can be consulted by experts, analysis laboratories and individuals alike.
1. APPLICATION FOR REGISTRATION: FORM AND ITS ATTACHMENTS
1.1. The Form
Your application for registration with the SPW ARNE can be submitted:
- either via My Account by completing the online form (see "Forms - online")
- or by completing the paper form (see "Forms - downloadable"). This application (along with its 7 attachments, see below), dated and signed, must then be sent by email to the Soil Protection Department of the SPW ARNE at: preleveur.sol@spw.wallonie.be. In the subject line of your email, specify "Application for Soil Sampler Registration - Company Name".
Important: If you are working as a sampler for a company, this document must be signed by you and by the company that employs you. One paper form must be provided per sampler.
1.2. Supporting Documents (Online Form)
The online form must be accompanied by the following supporting documents:
For each sampler:
- A copy of their identity card
- A copy of the contract (or any other supporting document)
- A copy of the certificate of participation in the Soil Sampler training course issued by ISSeP (dated within the last year). If unavailable, a commitment to attend the training course as soon as it is next offered.
- A sworn statement using the template provided in the form.
For the company:
- A copy of the professional and business liability insurance policies covering the sampler's activities. If unavailable, a commitment to take out such insurance within one month of notification of registration. This commitment must be signed by the company applying for registration and the insurance company.
Note: If your company is accredited as a soil management expert, please also provide us with the diploma or curriculum vitae of each soil sampling candidate.
1.3. Attachments to be provided (if using a paper form)
The paper form must be accompanied by the following attachments 1 to 7:
- A copy of your valid identity card
- A copy of an extract proving your registration with the national business register (if you are working as a sampler for a company, the extract must be for the company that employs you)
- If you work as a sampler for a company, a copy of your contract, dated and signed by the company's legal representative and yourself
- A sworn statement, dated and signed by you, attesting that:
- you are not subject to a conviction for violations of regional, federal, or any other environmental legislation of another Member State
- you are not subject to a sentence resulting in the deprivation of your civil and political rights
- you have the necessary equipment and technical resources to carry out soil sampling missions
- you have The necessary equipment and IT resources for communicating information to laboratories, experts, or the administration.
- You possess sufficient writing skills in French or German.
- You agree to participate in information sessions, refresher courses, and training programs recognized by the administration or its representative as being relevant to your duties.
- A copy of your certificate of participation in the Soil Sampler training course issued by ISSEP less than one year ago. If you have not yet been able to attend the training, you must provide a commitment to attend the next scheduled training session.
- A copy of your professional and business liability insurance policies covering all your sampling activities.
- If you are working for a company, these are the insurance policies taken out by that company.
- If you do not have a policy, provide a commitment to take out professional and business liability insurance within one month of being notified of your registration as a sampler. This commitment must be signed by you (or the company you work for) and the insurance company.
- A sworn statement regarding compliance with the rules and submission to the control and penalty measures stipulated in the decree of December 6, 2018, concerning soil management and remediation (see template in "Forms"). If you are working as a soil sampler for a company, this document must be signed by you and your employer.
Note: If your company is accredited as a soil management expert, please also provide us with the diploma or resume of each soil sampler candidate.
2. PROCESSING YOUR APPLICATION
The SPW ARNE verifies that your application is complete. You will be informed of the results within 30 days of receiving your application.
Is your application deemed incomplete? The administration has provided you with a list of missing information. Please send it to them by email at the address mentioned above.
3. ISSUING A REGISTRATION NUMBER
Once your application is deemed complete and admissible, the administration will assign you a registration number. You will be notified of this within 30 days of receiving your complete application.
4. MONITORING YOUR REGISTRATION
Once you receive your registration, update your information:

- Registration is free
- Training at ISSeP is fee-based.

Any appeal against the decision must be filed with the Council of State within 60 days of receiving the decision.
